Check this MS Connect tips:

1. Check whether the form is inherited from one of you custom forms.
2. Make sure the base form opens up with out error in the designer.
3. The designer uses parameter less default constructor.
4. Check the 'InitializeComponent' method in the form in question and confirm that controls defined in the base form is not getting re initialized here.
