Remove sending receipients limit for some users in exchange organisation

Hi,
 
We have set message sender limit for all users in exchange organisation to 600.
 
However we need some people in org to send emails more than 600 users at a time.
 
Since we have done set the max sender limit at org level @ HTS these users are currently unbale to send message to more than 600 recepients currently.
 
My Questions :
 
1. Is it achievable? Can we bypass the org level settings for some users?
 
2. If yes what are the cahnges required for this?
 
Pls treat this as urgent requirement
