Forward Email To Another

How do I forward email from one user to another user in the same domain?
I looked in the Exchange Management Console  On SBS 2008  and I do not see a forwarding selection anywhere

Exchange Management console | Recipient configuration | Mail box | properties of user's mailbox | Mail flow settings | Delivery Options | check forward to | browse to recipient.
