internet explorer 8 is not supported on this operating system

Hi,
I have a user with XPP SP3 with IE8 originally, but using IE6 (not by choice).
Whatever was done to the computer, he can't run Internet Explorer 8 anymore.
So when I took over, I tried to install IE8, but it fails with the message above.
So I went to Add/Remove/Windows Components, unchecked the checkbox for Internet Explorer, later rechecked  the checkbox and tried to install IE8, but the result was the same.
