I suspect that my problem is related, as a previous sys admin did a lot of restructuring of our OUs. Unfortunately, the fix as suggested in that thread did not help.

I've also seen a couple references to an inherited permissions issue (http://www.flamingkeys.com/2011/08/the-activesyncdevice-cannot-be-foundunable-to-delete-active-sync-devices-in-exchange-2010/), but that doesn't seem to be related in my case. (The account in question does have inherited permissions.

It turns out that although I am unable to delete Active Sync devices using EMC, the end user *is* able to delete the device by going through OWA. That's good enough for now.
