We are getting message:
Error loading the layout when opening act database

What version/build from Help | About?

When you say "we are getting" ... is this a multi user database? If so, do all users get the error?

As a guess... if this is a restored database, see:
http://kb.sagesoftwareonline.com/app/answers/detail/a_id/14209

Even if not a restored db, there might be an issue with the layouts and reloading them as per the article should fix it

Apparently the primary issue was setting the correct screen resolution. This was a reinstall after a System Crash
