VS 2010 Deploy to All User's Desktop

In VS 2010 only User's folders appear under the Add Special Folder in the File System tab for deployment.  How do I make a deployment package that will install an icon for All Users in Windows XP as well as Windows 7 without installing to every users desktop on the machine?  Windows XP has All Users in Documents and Settings while Win 7 has it in Users\Public,

Select the project and open properties. Set the "InstallAllUsers" property to true.
