hello experts, can provide some manual or url to start programming in pl / sql, is the first time I see this database engine. Could you tell which is the latest version?

Hello enrique, the last version is Oracle 11g PL/SQL

I'd be starting with sql developer and this documentation.

You (pl)sql database experience I presume?

11g R2 is the latest version in Oracle database.
Try to register with in OTN website and get all the essential information related to Oracle . Coming to learn PLSQL then first one should know SQL then the procedural part , for complete developer guide please try to start with the like as below:
