resources needed for good browing laptop

for a laptop to only mainly have good capacity to do fast browsing and streaming of videos, what minimum resources would you recommend for
vista
and
win 7?

like CPU (how many cores), how much mem, etc

except for flash video you need just the bare minimums to run the operating system.. web browsing is not very processor / memory intensive.

With Windows Vista/7,  I wouldn't go lower than 4GB of RAM and a dual-core processor. Windows 7 needs 15GB of HDD space, just to install, so go large on the drive. 80GB should be fine, but you can get a 120GB drive from NewEgg for round $50.00. If you can get a laptop with third party graphics (ATI/Nvidia), streaming and Flash will look much better.

Aquatone: for browsing the web you don't need 4G of ram or a core 2 duo and great graphics card, you are confusing wants and needs

.. a net-book with an atom cpu is sufficient it is just web browsing not video rendering.. no need for a big hard drive.. depending upon your eyes you may want a larger display but the normal 12" is sufficient and has lots of battery life. I've seen refurbished units for under $200 that you could use all day almost without plugging in.    Even a P3 or P4 laptop would be sufficient for browsing but the battery life will be terrible (in comparison).. the oltpc netbooks or the chromium net-book work well for browsing.. for casual browsing I use my android 10" tablet and it works just fine just a little small for my aging eyes.

I could not make such lousy suggestions. I have owned a netbook and found it unusable, even for browsing the web. Besides the OP stated laptop, and not netbook. I consider the two types different from one another. P3/P4 hardware is so old at this point, that I would question it's reliability for day to day use at this point. OP mentioned using Vista or Windows 7 in the original question. Ever try running Vista on a P3 it is not pretty? Watching menus load can be entertaining for the first few times, but gets very old when one is trying to get something done. 2GB of RAM will work with Vista and 7, but 4 is better and not much more expensive. In my experience, one should exceed the minimum system requirements and not just meet them. Windows 7 uses as much RAM as you are willing to throw at it. Then there is feature creep. A computer for just browsing the web quickly turns into a machine that runs Skype, Netflix, Google Docs or MS Office. I wouldn't even recommend a netbook for that. Have yet to try a Chromebook, but from what I have read on the matter I can wait a significant amount of time. Cloud storage is a bit of a marketing term as well as a way of working digitally (don't keep everything in the cloud). I am trying to offer a suggestion to the OP that would give him/her a useful solution that is a little bit future-proof.

in general, would you say vista and 7 have the same resource needs/requirements. or 7 needs a little bit more?

I would say the minimum system requirements are very similar for both. IMHO, 7 runs better on the same hardware than Vista. Especially, when older or lower-end hardware is concerned.
