Issues installing Desktop Experience SBS 2011

Having problems installing the desktop experience feature on a sbs 2011 server. The server run's through the install ok, reporting its completed and needs a restart to finish. On startup it fails to install the feature, rolls back and restarts again. Once you login the install resumes and comes straight back to needing a restart - this loop happens 2-3 times before it reports a failure to install.

There's two errors showing in event viewer:

Update InkSupport of package InkSupport failed to be turned on. Status: 0x800719e4.

Update DesktopExperience of package DesktopExperience failed to be turned on. Status: 0x800719e4.
