Push to Talk Software or Code???

I can't findout what software or what code is used to make a "PUSH TO TALK" website feature. The user enters their phone number and clciks Push to Talk and the phone rings with the operator or who ever/

The web site part on your screen is just a form.  The software on the web server connects to their phone system to call you.  It's probably custom software.  PBXs that run on PCs are available so it may not be all that difficult.  Telemarketers use computers to dial out all the time.  If you search for "computer dialing" you'll find quite a few programs to dial out from your computer.
