Upload photo to webpage using iPhone

Is it possible to design a iPhone optimized webpage which is capable of accepting a file upload from an iPhone, so that the user can upload a photo from their film roll or directly from their camera?

Does the iPhone expose any sort of proprietary html5 stuff to let you pop up the camera to take a picture and then put the result into an <input type=file..../> type element for submission?

    I don't think so due to the restricts placed on mobile safari.  You can certainly do it via an app...that functionality is well established...but Safari appears to disable all file browsing.
