"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Define 'doesn't start'.  Does it appear to run but never display?  Does it immediately return to the command prompt?

Make sure your display is set properly.  Does xclock run?

>>internet Explorer cannot display the webpage

Is this related to DBCA not running?
try  this only ..

< dbca does not start
try xclock on the command line, if you do not get any response then you should make your client ready for graphical display.

Typo of a missing colon?

Are you running dbConsole or Grid Control?

Is everything up and running?  emctl status commands should show this depending on what you are running.

What is the Error?

Did you check the STATUS of the console

./emctl status  console

to check the agent's status

./emctl status agent

These commands:

./emctl status  console

./emctl status agent

will only work if you have navigated to your $Oracle_home/bin directory first.  Otherwise, if you added: $Oracle_home/bin to your $PATH environment variable, you could remove the leading "./" and the commands should work like this:
emctl status console
emctl status agent
