SharePoint Auditing of Uploads/Downloads

I need to audit on all of my sites uploads/downloads to a user. Another words I want to see who is uploading and downloading and what it is they are either uploading or downloading. Is this possible, and if so, how?

I am not sure if this is done on the Central Administration SharePoint site or if I need to do it on each site collection. A report that gathers it all would be great. I need this for the IT security team regularly.

SharePoint Server 2007. WSS 3.0
You can turn audit on the site collection but it is a bit expensive (SQL transaction and Disk wise)

Item Level audit sample is here

The file upload / download information is on the IIS server logs ,
you can do an audit on those logs
Again with IIS logs they can be large , so you might want some retention and off loading and analysis.
