Configuration question on two Cisco 3745 Routers with Switch card

I have 2 Cisco 3745's with multiple T1's and FE cards and each has a 36 port switch card (NMD-36ESW-2GIG).
Stupid question....
I cannot seem to wrap my mind around getting the two switches to talk to one another?  Smart stack is not an option because these are not NME cards.

Attached is the show run from 3745A and 3745B
3745B really doesn't have anything on it yet.  I tried attaching a cable to the 2 Gig 2/0 ports on each but they wouldn't even light up.
The guy before me had VLAN 101 set up and a cable from FA2/22 on 3745B and another switch port on the 3745A, I took that out of hte config on A already as it didn't make any sense.

How do I get these 2 embedded switches to just be like normal switches?  Do I have to assign an IP somewhere to them like a stand alone switch?

Based on this section, it looks like VLAN 4 should be used for siwtch managment

interface Vlan4
 description Internal_MGMT
 ip address 172.20.20.1 255.255.255.0

Try putting the two Gig 2/0 ports in VLAN 4 and giving the second router the following config, and make sure the ports are not shut, use the "no shut" command to ensure the ports are enabled.

interface Vlan4
 description Internal_MGMT
 ip address 172.20.20.2 255.255.255.0           (unless 172.20.20.2 already exists on your network)

Then on each router, try to ping the VLAN 4 address of the other router
