Microsoft Exchange 2010 Adding Users

We are doing a  new exchange 2010 server and have the server installed, We are running a 2008 R2 domain. Everything is going well expect when we try to add users.

When we add users we can only see users in the built in users OU. If we llook under the scope, Select Organizational Unit. We only see Microsoft Exchange Security Groups and Users OU.

Has anyone seen this before or have any ideas on how we can see the rest of the OU's ?

Are you creating the user from within Exchange Management Console?
The following Video explains how to create a new Exchange Mailbox. ...
From where you are adding users. As sais above try adding them through EMC and try.
Could you check if your account has enough permission to create object on other Organization Units?

If you have enough permission on OU then try creating the user mailbox using Exchange management Shell

New-Mailbox -UserPrincipalName -Alias chris -Database "Mailbox Database 1" -Name ChrisAshton -OrganizationalUnit <OU_NAME> -FirstName Chris -LastName Ashton -DisplayName "Chris Ashton"

Note: Replace <OU_NAME> with the appropriate Organization name
