update distribution lists in a shared contacts folder

I have 2 users running outlook 2007 on exchange 2007.

User1 has shared their contact list with User2 with owner level permission.  If User1 creates a distribution list in User1's list, User2 can't see it.  If user1 creates a distribution list in their own contacts list, User2 can't see that one.  

Is there a way for User2 to create and work on Distribution lists for User1?

    Much easier to just create a public folder that hold contact records and give both users full access. Personally I hate to share anything in a users private mailstore. Thats why public folders exist and makes life so much easier when User1 leaves and you delete his mailbox.

    I've suggested it, my users are obsessed with using outlook and exchange in ways no sane person would ever consider.
