Remote Control Access Denied 2008 Server R2

When trying to remote control to a users session I get access denied from remote desktop sessions manager and I receive remote control failed : error 317 when I try to shadow the users session from the command prompt. I have changed the setting on the rdp listener to interact without users permission, also have set compression in group policy and set rules for remote control of remote desktop user sessions to full access without users permission.

After further research have found out it is a GPO blocking it, now only if I could find out which one it is.

Run gpresult /R from an administrative command prompt on the server. This will show what GPO's are being applied t othe computer and the currently logged-in user. Open the GP Management snap-in and go through the GPO's, showing the settings, until you find the culprit.

Moving the server out of the OU's, where the GPOs are being applied can be used as a quick fix.
