Why are our SharePoint sites are preventing user access sporatically?

Myself included, who is a farm admin, has run into this issue. I am able to edit list settings, entries, sites, etc. most of the time. Then from time to time I will be basically locked out and have no access to edit anything for a minute or two, then my access returns. Has anyone else experienced something similar? I am curious if the Web Page Security Validation has anything to do with the issue.
