Very inexpensive Handheld Tablet

Each month (or more frequently as needed) our Board meets and goes over a fairly extensive Board Package.  It is about a 2 inch binder packed to the brim with papers, tabs, etc..  It is a highly time and materials consuming effort to prepare.  What I’d like to do is find an inexpensive tablet that we can set aside specifically for Board meetings that we could then load a PDF onto and hand out at the meeting.  It should have a color screen that is easy to read and the ability to fully view PDF documents.  It does not need WiFi or Cellular internet.  I’d like to try and keep the cost under $300 per.
