excel 2010 vlookup issue

Can you help with this issue. I am trying to learn how to do this as I have a work project covering the same concepts (vlookup, countif, and scenario summaries). It is case 1. Attached is the excel file. the directions. I have a huge project that I am working on currently that is due tomorrow.

Here's a handy reference manual on how to use VLOOKUP:

You can search contextures for COUNTIF and other functions as well.

For a basic "what does the formula look like and what does it do?" you can also reference Excel help.
