Deleted Items - Exchange 2003

We run Exchange 2003 SP2 with about 800 mailboxes. Users never empty out their Deleted Items folder. I was wondering if there was a way to automatically delete those entries? Users accumalate tens of thousands of deleted emails and no matter how many times I ask them to delete them they never do. I assume these also get get backed up with our Exchange backups.
