Open up Computer Management, Then Action menu, Connect to another computer command
Connect to the other computer, then expand System Tools, Shared Folders, then Right-Click on Shares and select New Share command
A 'wizard' will start for creating the share.

Well it depends. Winnt had NET ADMIN /C \\server NET SHARE share.

Now you have 3rd party tools that make up for the lack of functionality.
RMTSHARE  \\server\share
PSEXEC \\server NET SHARE share ... In a way yes there is a way to remotely share just not using Net.exe by default.
