Get invitation as usual email in Outlook.

There is what happen in Exchange 2003 env:

A USER1 send an invitation from Outlook calendar to USER2.
USER2 receive the invitation but just a usual email: With Subject and msg (Location)
USER2 does not receive as an usual invitation with acccept and refuse options.

Why is that? Is there something wrong in his AD or email account?

Check that they have Service Pack 2 installed
