Avaya - Forward on Busy - to personal voicemail

Hi All,
We would like to forward all calls to voicemail when that person is on another call.
We have tried several shortcodes but cannot seem to get it to work.
For instance, we have tried:
Creating indivudal shortcode *354 with Feature Voicemail Collect and Telephone Number “Extn354”,
Then on extn 354 setting the Forward On Busy value to *354.
However, when we call exten 354 and its busy, it does not go to the voicemail of exten 354 it goes to the voicemail of the caller (e.g the voicemail of the person initiating the call rather than the recipient extension's voicemail).
What are we doing wrong?

For the Avaya IP Office the code should be *57*N# where N is the number you dial for voice mail (500, 121 etc).

To enable Forward on busy it's *03 and to disable *04

Thanks jawa29 we had tried various methods, in the end, the shortcodes did not work for two reasons, we had 3 call appearance buttons - we could only have two, and then also we needed to disable call waiting, and finally select Reserve Last CA for each extension. That wasnt just it though, as we used VMPro we also have to create a VMPro module for each extension (and indivual shortcodes) - otherwise when we forward to voicemail, we get our voicemail instead of the destinations voicemail.!
