Issues Installing Flash Player Windows 7

Major issues installing flash player. I have used the uninstall from Adobe, then opened IE and changed the settings to allow active x signed and unsigned downloads then went to adobe website to install flash player, it downloads the first component, i run the program, it then proceeds to download the files it needs and finishes tha part 100%.
Then it starts to install, gets to 50% and then states that there was an error (doesnt say which error happened)

Can anyone shed any light on this, this has been as issue for jusst over a year and I have tried everything, I have to get the users to use someone elses PC as theere are 3 that do not update or run flash any more.

We are Using Windows 7 32 bit SP1 with IE 8 and one with IE 9

If you are using a 32-bit browser and if you are unable to install flash player then follow the steps in the link mentioned below:
Troubleshoot Flash Player installation for Windows:
Use the Windows installer cleanup utility to remove traces of flash player installed on your computer.

You may also optimize Internet Explorer and check if it helps.
How to optimize Internet Explorer:
Uninstall your security software...reboot and then try installing flash.

In addition to the good suggestions above, instead of attempting to install through the web interface try downloading the standalone installation files:

Standalone 64-bit Install - Internet Explorer
