Without having more context, here are some ideas:

If you are the site owner:
If you are the site owner and registered with Google as the site owner -
You will see an option under the Diagnostic tab called URL Removals.
Follow that process to remove URLs that you own.

Google explains in much more detail in this blog post -
http://googlewebmastercentral.blogspot.com/2007/04/requesting-removal-of-content-from-our.html

If you don't own the URLs and they have copyrighted information that you own, contact the website owner.  If it is a USA-based website, they have to comply with the Digital Millennium Copyright Act (DMCA), and should have language about the DMCA in their Terms of Use or Privacy Policy.
Use their Contact Form on their website.

If they don't respond or are uncontactable, find out if their ISP/hosting provider is in the USA.  You can then contact the ISP/Hosting provider and give them a DMCA takedown notice in a similar way that I described for the website owner.

If they don't respond or aren't in the USA, then you should contact Bing/Google and file a DMCA complaint.  The Google DMCA complaint form URL is right below: (you will have to login to a Google account to view/submit)

If you don't own the content, but -
If the result is SPAM/scraped content, then submitting in Google's Webmaster Forum will alert Google about the SPAM/scraped/stolen content that you don't own.

If you can give more details about the SPAM, I can give you a more detailed answer.
