I have two RV042 VPN routers  I need to setup the router to connect two office so the Primary Office can access files from the secondary office.  I also have one remote user that needs to access files from the Primary Office.  How do I setup the the VPN router so they see each other?  Am I suppose to setup a site to site VPN connection?  If yes, how does my remote user connect using VPN to the primary office if it is already have an existing VPN connection to the secondary office?

Both office are setup in a workgroup.

Your routers will have a Site to Site VPN connection as well as a VPN client connection.    Both are configured separately and can work at the same time.

Site 1 is 192.168.10.0/24 and site 2 is 192.168.20.0/24.   The site to site vpn will be defined to only tunnel traffic bound for the other site's IP subnet.     The VPN setup config must match on each side.

The VPN client config is separate.   The VPN router can listen for inbound VPN clients as well as service the site to site.
