The name is HTrackBar, you can find it in toolsbar.
This control works like scrollbar,used as a scrolling control. By clicking on the slider moves it in discrete increments instead of continuously.
Place that control in a window and set the limits from 0 (zero) to 1440 (1440 minutes = 24 hours).  Use a script in moved event to convert minutes to hours and show it. You could use the same event to control the increment in 10 by 10 minutes, for example, or adjusting tickfrenquency.
