Unable to access configuration for Microsoft Internet Information Server on Sever 2008

I'm not exactly sure when this happened but I'm no longer able to open webs using MS Expression Web (any version) on my 2008 server standard sp2.  When I attempt to open any of my webs, I get the error in the title of this post.  I can open the webs if I use a file reference rather than http.  However, I'm not able to create a new web.

Can anyone tell me what's wrong and how to resolve this issue?

    is the IIS service running?

    Have you checked through the event logs for any errors with IIS?

    Yes, IIS is running and the event logs say "unable to create IIS AdminBase Interface"

    I ended up uninstalling and reinstalling frontpage extensions and it worked.
