We have an SBS 2003 server which has a catch all account running for the mail. All is ok on the internal side of things and VPN users can send and recieve ok. THere is an external user that has the same domain in his email it is just a seperate mail box off the catch all. I can send mail to him from hotmail etc but internet users get a bounce back. We have setup the user as an external contact but the Exchange server wont let it out?

Try to update your GAL by doing the following and try again:

1. Go to the EMC > Organization Configuration > Mailbox Node > Offline Address book tab and click update on the Default OAB,
2. Restart “Microsoft Exchange File Distribution” service
3. Force Outlook updating OAB.
Restart Outlook or press “Send/Receive” and click “send/Receive Groups” and click “Download Address Book”

Sorry only noticed that you are using 2003. Please follow the below steps to update:

EXCHANGE 2003 FORCE GLOBAL ADDRESS LIST TO UPDATE reference
1. Log-into the Front End or Back End.
2. Open System Manager in Exchange.
3. Expand Recipients.
4. Click on Offline Address List.
5. Right click on Default Offline Address List and click on Rebuild. At prompt click OK.
6. If you are using Exchange Cached Mode: you can download the new GAL (Outlook – Send/Receive – small black triangle – Download Address Book)

A configuration error in the e-mail system caused the message to bounce between two servers or to be forwarded between two recipients

This is the error that comes up when it forwards to the external contact

Also try the following:

1. In the properties of routing connecctors i selected option "Any local server can send email over this connector"
2. In the properties of SMTP VS i changed from "All Unassigned" to current IP adress.
For now it is working properly.

Sorry the above was a direct quote from the reference, so what you should do is:

1. In the properties of your routing connectors > select "Any local server can send email over this connector"
2. In your SMTP properties change from "All Unassigned" to your internal IP address.

As mentioned reference is here

I will also quote the Microsoft Article so everything is on one page:

To resolve this issue, follow these steps:1.Start Exchange System Manager, and then expand the Connectors container.

Note By default, the SMTP connector is named "SmallBusiness SMTP Connector" in Small Business Server 2000 and Windows Small Business Server 2003. If you created an SMTP connector, the connector may not have this name. In this case, select the named SMTP connector instead.
2.Right-click SmallBusiness SMTP Connector, and then click Properties.
3.On the General tab, click either Use DNS to route to each address space on this connector or Forward all mail through this connector to the following smart hosts.
4.If you click Forward all mail through this connector to the following smart hosts, verify the following items:¿Make sure that smart host or hosts that appear in the window are those that are authorized by the Internet service provider (ISP) to relay mail for the Exchange Server e-mail domain. The smart hosts may be listed by fully qualified domain name (such as mailserver.domain.net) or by IP address.
¿Verify the accuracy of the fully qualified domain names (FQDNs) or IP addresses with the ISP.
¿Make sure that the smart hosts do not include the Exchange Server FQDN, its public IP address, or its private IP address

Verify that the 2003 server specified during installation is the Front-end server if you use a front-end / back-end configuration.
IF you specified the wrong server, you can change the server on both routing group connectors.
You can only change this using powershell. Here's the cmdline:

lol... this speaks volumes.
I get so tired of the whole Exchange arena it's not even funny.
If there is any way to replace Exchange wholly with Google mail, I will be doing so over the next couple years. I could probably lay off a worker, get rid of two servers, and get bothered a LOT less by people's activesync and phones not connecting... much less certificates and the like.
