IIS not parsing query stry

i have an application - that is interfacing to SCIQuest... when we post back from the 3rd part we check for the cookie in the query string (request.querystring) and can't retrieve the query string - also we then set a cookie - send back to the 3rd party - and when they send the info back request.cookies is always nothing...
is there a security setting in IIS to allow this information through a third party?

    With the querystring problem, make sure it is in the correct form:


    As far as the cookie issue, it depends on several factors. Are you calling a COM component located locally on the server or are you doing a POST/GET to another server? Those cookies will have to be handled programmatically because they will be from a different domain and cookies can't cross domains like that.
