Can you tell when the last wr mem was done on a Cisco device?

What command can I use to tell when the last time the running-config was saved to the startup-config?

Do a "show run".  At the top,  you should see the following:

NVRAM config last updated at 07:35:56 EDT Fri Oct 7 2011 by ...

That is the last time a "wr mem" was performed.

I just noticed that also.

If these two times are different then someone changed the running-config and exited config mode but did not write mem.

Yes, keep in mind though, a configuration change may have just been an entrance to config mode and exit without any actual changes having been made.
