SBS 2011 SharePoint Central Admin and Companyweb not working

We are in the process of migrating from SBS 2003 to SBS 2011 using the swing migration method. The migration process from tempdc to finaldc goes fine and completes without errors. When we try to access SharePoint central Administrator or Companyweb we get an http 500 error and the event logs show event id 5586. At first I thought there was something wrong with the migration so we did a second clean migration from the originaldc but still have the same problem.
I have searched the MS partner support forums for a solution and see many people having similar issues. Have tried several fixes but keep going back to a group policy blocking spfarm, spsearch and spwebapp from running SharePoint. After looking at the default domain controller group policy I think I'm on the right track. I compared it to a good running SBS 2011 install and see there is a huge difference. Most of my problem SBS 2011 install policies are "not defined" (see attached).
So the question is what would cause this during the migration phase from tempdc to final dc and should I just edit the policy manually to see if SharePoint starts working? Or is this an indication there is something wrong with the originaldc that needs to be fixed? keep in mind this is not a production box yet and can be wiped and reloaded.

    If you have installed Sharepoint updates you may need to run psconfig, though the 5586 error doesn't seem typical of the issue. See:

    Thats the thing. This is a fresh install and SharePoint did not work from the get-go. No updates have been installed yet.

    Since this box is not in production yet I decided to play around with it. So, using a good working SBS 2011 server, I setup the permissions in the domain controller group policy and rebooted. The server still works! Tested SharePoint central admin - Nothing http 500 still.
    Had read an forum a few days ago talking about a group policy preventing spfarm, spsearch and spwebapp from running the IIS application pools. Changed the user account on any appPool running one of these three accounts to administrator, iisreset and BOOM! Both SharePoint Central Admin and Companyweb are working.
    Not the optimal solution long term. So I'm going to restore my tempdc back to pre-migration status from a drive image, change the group policy permissions, perform another migration and see if it works. If not I will go with the administrator user account for the application pools in IIS7.

    Sorry for the slow reply on this. As it turns out it was an issue with the original DC. After I ran best practice analyzer and resolved all issues we were able to successfully migrate. In addition the swing migration docs did not have a needed DNS fix documented required to do the migrations. We found that by connecting the tempdc to the internet and running the pre-migration wizard. Here is the article. Thanks for the help.
