Lock Mac desktop background

Does anyone know how to lock the desktop background on a Mac, in order to prevent non-admin users from changing it?

The OSX Desktop background is stored in a Preference file which COULD be locked by the root/admin user.

Thanks Sullivan,

You get me on the right track. I had to log on as the user I wanted to lock down, get into their library, right-click on the Safari folder and remove their Read & Write access.

That did it.
