How to setup DFS referrals to work correctly US/UK

We have setup DFS on s 2003 server and I created a shared drive with 2 targets.

One target is pointed to a share in US and the other is pointed to a share in UK, Booth are enabled for replication but I really need just one way replication.

I wanted to enable the referrals basted on the lowest cost but for some reason users in US users are still being re-directed to a UK share. I think I had the Random set on the Namespace folder but I had the exclude targets outside of the client’s site on the DFS share folder.

I enabled the namespace folder to the lowest cost (it had random) ,but that did not seem to help unless there is some replication time for the change involved.

Does anyone know the proper step by step  settings to configure the DFS share so that the referrals work properly??
I want to have US users to only hit the US target and when a users is in UK I want them to hit UK target share.

Any help would be appreciated.

    You have to create your sites in AD sites and services, to represent your company network correctly to get sure that users in UK will use lowest cost dfs, UK servers, and US user will use US servers.
