When was an Object Changed ?

Is there a utility in Oracle where it can compare when the object was changed last?
Or tell us when it was changed last ?

Will this include any object where a user just recompiled but didn't change anything ?

You can check LAST_DDL_TIME to check when was the object changed last, but it wont tell what was changed.

SELECT LAST_DDL_TIME
FROM USER_OBJECTS WHERE OBJECT_NAME = '<YOUR_OBJECT_NAME>'

You may want to look at Oracle change management pack
