If they exist on the Exchange server. you should be able to export to an excel spreadsheet from the File --> Import / Export in Outlook.
(File --> Options --> Advanced --> Export in outlook 2010)

Also, search his computer for any .pab file -- these are the personal address book files stored locally.. it might have been moved or corrupted..

If you recently used the Remove DUplicates tool
Checked the deleted Items in the Mailbox
Missing ones could be there

Also check recover deleted Items....

Otherwise

Does this user have a mobile device they were syncing to their outlook
i.e. Ipad Iphone, pda, mobile phone ect ect

If they do, just resync outlook with the contacts on their phone

we use BES and user has blackberry contact syncing is not an issue however contacts lost from his contacts list is a big issue  the biggest annoying aspect is unknown what has triggered this bizzare event.

Just as if you delete a contact from your contacts, its moved to deleted Items.

Any deleted contacts in this case should also be found there

A bit confused by your comments though

Are you saying hes should have more than 21 contacts or are you saying he should have 21 contacts and they are not listed in his contacts list?

Thanks

In that case would deffinatley check deleted Items
Would check recover deleted items

Would also check to see if there was any chance the person had the contacts synced with a mobile device as they could be recovered from there

Actually also assuming these contacts were in the users COntact List or PAB

If System restore is on, you could restore back to the point before you made the changes or ran the duplicte remover.

Find all required contacts and put them in a PST or email them to another mail account
Run the Duplicate remover again.

The re-added the saved contacts

hi
the mobile sync completely failed when this problem occured user could no longer see any contact on his blackberry i have basically assigned another device as i had a recent version device became available so i have assigned user to that device prior to removing duplicates the user contacts only contain one email contact for as much could scroll assuming it was sorting by name and one contact could be there more then 1000 times
