We are running Windows 7 Pro with MS Outlook 2007.  I would like to have read receipts requested only from certain users.  Can this be configured to automatically ask for read receipts from a list of people and not for everyone else I email?

No.  Using the standard Outlook 2007 features, you can either request a Read Receipt from all recipients or from none.  You can probably create some kind of macro to select certain recipients you want to turn on Read Receipt, but that is beyond my expertise.
