How-To setup a custom CGI-BIN for use with mysql server

Hi, I am attempting to setup a custom CGI-BIN folder for use with PERL scripts to access a remote mysql server to replace setting such as IP configuration and various other settings like wi-fi settings and hostnames, etc... however my first attempt was not very successful. My test script only displays the contents of the file like it was a text document.

In a nutshell, I am attempting to build a central settings repository that is configurable from a web based interface.
