How to improve latency in Hyper-V virtual machine? It is very high.

It's hard to see the performance of an individual Hyper-V virtual machine through the Server Manager->Diagnostic->Reliability and Performance module.

The following are pings from the VM which is ridiculously high.
Reply from 192.168.3.14: bytes=32 time=14ms TTL=125
Reply from 192.168.3.14: bytes=32 time=12160ms TTL=125
Reply from 192.168.3.14: bytes=32 time=12159ms TTL=125
Reply from 192.168.3.14: bytes=32 time=12159ms TTL=125
Reply from 192.168.3.14: bytes=32 time=11397ms TTL=125
Reply from 192.168.3.14: bytes=32 time=11397ms TTL=125
Reply from 192.168.3.14: bytes=32 time=12159ms TTL=125
Reply from 192.168.3.14: bytes=32 time=11397ms TTL=125
Reply from 192.168.3.14: bytes=32 time=11398ms TTL=125

Pings from the Hyper-V host is fine and normal.
