2003 Exchange not emailing Groups

We've recently recovered from a restore image and we're using outlook 2010 as our email cleints. Some users are experiencing problems when they email groups through public folders shared contacts. Some users are not receiving emails from group mailed emails.

Any Ideas on this, this a little confusing becasue some users can , some cant.

check the group properties if there are all the users listed as members. also check if the group is a mail universal security group

if you email group through the global address list , looks like it works, but not for any groups emailed through the public folders

yeah all of this worked before we had to do the restore, it's not a problem with permissions, im 100% on that.  Seems like I need to repair the public folders..question is how
