I have re run the install several times. This has also happened on 2 different servers. The IIS_IUSRS group was created

Funny thing is. When i try to manually create the account, it says it already exists
Greetings. Dont use default IUSR account. Here is a little practice.
1) Create your own user account e.g. "IUSR_name_of_the_web_site "
2) Set this account as "Identity" under application pool "Advanced settings"
3) Set "Anonymous Authentication" to "Application pool identity" under IIS "Authentication" settings
4) Set necessary permissions on the web site directory for the custom IUSR... account
Now the web site is running completly under your own user account with only necessary permissions on the system and filesystem. Use one account for every web site/application pool.

Doesnt answer the question...
Yes, here is an idea...
On IIS7, The IUSR account created does not have %MACHINENAME% appended like previous versions.
Can you check for an account named "IUSR" ..?

Yes I understand this, I should have gone back and corrected. I see that a IUSR account was created, but you cannot see it under the Users/Groups snapin, Just when you expand the IIS anonymous access info.
IUSR_MachineName account will be created only if you install the old FTP 6 server that is included in Windows Server 2008 (not the new FTP 7 server for IIS7).
