attachment size limits exchange 2010

i need to change my attachment size limits.
i went to organization config > hub transport > global settings > general

and changed the settings there
i have restarted exchange and the outlook client and it still hasn't taken effect.
is there some other place i need to change the setting for attachment limit?

    Also, if you have anything in the cloud (Postini / Microsoft BPOS -FOPE ) or on the edge of your organization (Edge Transport server / Linux relay / etc) message limits can be imposed on those as well.
