Preventing user from deleting their emails and files

Is there a way to prevent emails deletion in Outlook and also prevent file deletion?

There is not such an option in outlook as far as I know. If you have Exchange 2010 Ligitation hold might be an option for you. read here what it does: http://technet.microsoft.com/en-us/library/ee861123.aspx

If this is because you only want to keep all mail send and received by this or all users, maybe journaling is another option for you this stores all mail send and received by a single (exchange 2007 and 2010) or all users.

About file deletion you have to configure permissions on the directories and files and give the user only read permissions or if he or she must change files there are some advanced posibillities to remove delete file or folder permissions.
