"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

1/ I don't think there is any chance of an existing app or series of apps to meet your requirements.

2/ with the requirement of Outlook integration , scheduling in advance, display schedules etc i believe the Exchange methods (as per technet above) are the best option and then build a custom application to read the calendars to create the notifications and statistics and other items.

the Exchange EWS API has lots of options for applications to hook into the exchange database.
