Widows 7 64 bit halts on log off screen

I am working on a Windows 7 machine that halts on logoff restart or shutdown.
I found a ms hotfix but when I tried to install it I got the message this is not compatible with your machine.
The Windows 7 machine has Service Pack 1 installed
The machine orginally had all the icons on the desktop showing exclamation points. I removed Mcafee and that fixed the problem.
I have since installed ESET Smart Security 5.
This problem described above started some time after Mcafeee was removed but before ESET was installed.

    Put the computer in clean boot mode and monitor the computer...restart shutdown and logoff

    Clean boot process

    Start-type - msconfig- click on startup tab- click disable all...then click services tab- put a check on hide all microsoft services ...and then click disable ok and then restart the computer in normal mode.

    If everything works fine in clean boot then enable five startup items and services at a time to find the faulty software.

    Restarting the computer works fine.
    It is when they go to shut down it hangs.
    It does not display anything about installing Windows updates.
