Setup Exchange account in IPAD2

I've setup many ipad 1 and ipad 2 with exchange server.  I am stuck on this problem.

I am able to setup the exchange account and it authenticate.  When I click on mail, an error message says "Cannot Get Mail" The connection to the server failed.

If i switch the login name and password to another user, emails are flowing in.  And yes, the login credentials for the problematic account is correct.

How do I troubleshoot this?

Run the Active Sync test with the problem account and post the results.

Is the problematic account a members of a restricted group like administrators? Is this won't work As admins are unable to use activesync
