Limit Number of Concurrent Connections in IIS7 on Server 2008 R2 x64

How do I limit the number of concurrent connections in IIS v7 on a Server 2008 R2 x64 providing WSUS update services?  The current setup is dragging down our site bandwidth (normally about 5MB down and 5MB up) to an unacceptable level with WSUS pushing out the latest batch of Microsoft updates to approximately 20 sites and had to be taken off-line until this issue is resolved.

Our previous WSUS setup was on a server running IIS 6 and Server 2003.  It was easy to find the concurrent connection settings (default website properties, performance tab, limit number of connections), but I cannot find where to limit connections when using IIS V7 on our Server 2008 R2 x64 server.  I'm sure that this may be a simple question, but any advice on how to limit the number of concurrent connections is appreciated.

Depending on the setup, could you migrate away from the hub and spoke to a mesh
hub <-> spoke <-> sub spoke?
