recolor an object photoshop elements 9

I'm wondering how I can recolor, say, a dress or a flower or any object to a different colour. I did this in Photoshop 7 (yes, a long time ago). I only have Photoshop Elements 9 though. I think I can use some layer masks. If you can show me a step by step method that would be very helpful.
